You can edit your bank information by logging into your PayPal account. Once in your account hover your mouse in "Profile", then click "Add/Edit Bank Account". Your debit card information should be there, and all you have to do is to click "Remove".
Now do the same steps again, but this time click "Add". This will give you the option to put in a new card information.

You can do 2 things:
1. Call or contact the support department of the company you bought the product from and get it straightened out.
2. Call your bank and do a cancel payment to your debit card for the transaction.
