Is a employer required to make employees where Personal protective equipment. Or is it enough to just inform them and make equipment available?

An employer is legally responsible if he doesn't enforce personal protection equipment use under the regulations
He has a "duty of care" under the law to enforce the use of PPE and any employee that refuses to use PPE is entitled to be dismissed by the employer for that very reason
Under the regulation an employer has to provide all PPE and safety equipment and to ensure that such equipment is compliant with the standards and be comfortable to wear and use
That is the workplace , Health and Safety regulation in this country but as you do not state where you are , your country safety regulations may not be as comprehensive as here

Yes they can require you wear protective gear. By accepting the paycheck you give up certain rights of choice, this has be challenged in federal court many times and upheld every time. Think about it, if you are injured who are you going to sue or ask compensation from if it happens on the job. If you disagree quit and move on.

In the UK this product would fall under the COSHH (control of substances hazardous to health) regulations.

Employers are supposed to obtain a COSHH information sheet for every product they use, keep the sheets in a folder and make the folder available for inspection. In fact it is strongly suggested employers request employees read it every six months. In addition to the product information sheets the folder should also contain risk assessments written by the employer or a consultant about how the substances are used within the company, what they are used for, the dangers of using them and what they should not be used for and the recommended procedures for dealing with accidents resulting from the use or misuse.

Lots of suppliers will provide information sheets automatically but sometimes a sheet must be requested.

There are difficulties obtaining complying information sheets when a substance is intended for domestic rather than industrial use, sourced from a retailer rather than a trade supplier or where the product presents little or no danger to the user.

In such cases it is considered sufficient for the employer to carry out such research about the product as is possible and also carry out any testing that might be needed and write his own information sheet along the lines of the official sheets, including the usual risk assessment.

Employees must, with two exceptions, receive at least eight hours free from work between shifts, whether they are "split shifts," "on call shifts," "back-to-back" shifts or ordinary daily shifts.
Rest between shifts is not required if:
  • the total time worked during both shifts does not exceed 13 hours; or
  • the employer and employee agree in writing to reduce or forego the eight-hour rest period.
Monica works in a restaurant. She is on split shifts, working from 11:30 am to 2:30 pm and then from 4:00 pm to 7:00 pm. The total time of her two shifts is 6 hours. Monica does not need to have eight hours off between the shifts because her total hours worked on the shifts do not exceed 13 hours.
Note: The requirement for rest between shifts operates simultaneously with the requirement for daily rest; an employee's schedule must satisfy both requirements. For example, an employee might agree in writing to work two eight-hour shifts in a row without any time free from work between them (the employee's agreement means there is no violation of the rest between shifts rule), but if that results in the employee receiving less than 11 consecutive hours off in a day, the employer will be in violation of the daily rest rule* and therefore it is not permitted.
* Unlike the case with the rest between shifts requirement, an employee cannot agree to waive the daily rest requirement.
