You can do what is called "capturing" a still frame within a video. You need video editing software to do so.

Can i convert a frame from a video file to a photo file

I'm not very familiar with your situation.
Generally speaking, when you export the video to your computer, play it with a video player, you can always pause and then make a screenshot from a certain frame.
Of course, here's a professional video converter for you if want one.

Why do Video's run frame-by-frame when downloaded to laptop

I don't think this has to do with the ViewNX2 software. Perhaps your laptop is the problem?
Did you try to play the video with a freeware player, like Potplayer or Gomplayer? If they also have problems to come up to speed, you found the one.

The file coming from your D3100 can be a bit too big. I think you made a real HD recording. quiet a lot of data.

Video Playback

It could be that the video has a slow frame rate. Does this happen with all your videos?

Movie playback speed

Odds are it is the media player. Most often with digital video, frames will drop but the software will make sure the audio isn't lost. There is a lot mmore data transfer with video than audio. The dropped frames will result in a "jerky" video playback. We humans can compensate for lost frames - in fact a lot of video on the web used to play at maximum 15 frames per second. But we don't like it when the sound is lost. What would it sound like if we only heard half the audio? We would shut it down fast. The computer has to deal with software talking to hardware. The hardware has to re-draw every frame for you on your monitor, but it has to wait for the data to be sent and the software has to deal with that. And this will be more evident the older your computer is. Hope this helps.
