Unfortunately it is not possible to obtain a passport this way at any post office. In the event of a life or death emergency the US State Department recommends calling them at 1-877-487-2778. Information for expedited service can be found on their website, however generally to obtain a passport for travel w/in two weeks you'll need to travel to a regional passport office and pay a $60 expedited handling fee.
