The wire may be the ground for the coil it runs to the motor brake and grounds the motor out when you apply brake.

I went to MTD web site and they had all the manuals for all there products. You will need a model and serial number to get them. Thank you for responding back to me.
I got the manual for the tiller and the engine.

The "heavy wire" connects to the spark plug. It should have a plug connector attached. There are 2 small wires. One of them grounds to the engine block (probably through one of the screws that holds the magneto in place). The other wire goes to the condensor/capacitor.

Sounds like u are leaking spark before the plug. Sand paper off the fly wheel and magnet, and also the bottom of the coil legs. I like the ol folding match book thickness when setting the gap back between the two. If this engine still has the points and condenser u also need to remove the flywheel and check those out. Clean the pint contacts with the sand paper and make sure with your flaslight that the small wire out of the point box is not grounding out from a bad spot somewhere also. If so, use some liquid tape to repair. U can do this, don't give up to the repair buzzards. U already know about he fresh gas but also check the exhaust for any bug nests.
