Its the parking pal in the transmission that's bad but let me ask something was the car in drive when this happen? if so then it's normal but if it was in park then it's not normal. The parking pal in the transmission is bad. Have a nice day

The brake is on the right side of the transaxle. There are two mounting bolts and one 1/2 nut in the middle that is your adjustment. Tighten it 1/2 turn at a time and hold the brake down and try to roll it until it holds.

I was going to suggest bleeding the brakes, but since that is done, try bleeding the master or slave cylinders and check the system for air leaks. Make sure the pads retract sufficiently.
