The XPC has power, the LG Flatron monitor also has power but remains in power saving mode during boot up. I have tried pressing various keys on the keyboard, moving the mouse, and also the ctrl-alt-delete combination, but to no avail. The monitor still remains in power saving mode. I wonder if it actually receives power from the XPC. I know that it has power from the mainline. I also wonder if the keyboard and mouse are getting power from the XPC.

Sounds like an issue with a memory card or pci card not properly in place. Try opening up the sytem, then make sure each card is properly inputted in it's slot. This may cause the the monitor to show power saving mode especially if the memory is not properly placed.
