My thought is you need a new "bendix" for lack of a better word. The device I speak of spins out and connects with the flywheel. There is the possibility you have electric problems but based on what you say, I think it is mechanical.

Is there a serial number on the build tag or on the engine block? That can sometimes narrow down the range of years.
Also, is it flathead? Overhead valve? number of cylinders?
Was there another set of 4 digits ahead of the "LAE"? Is there a casting number on the intake manifold?
Something like D78A-XXXXXX-letter? This would be a 1970's era production
C0XX- would be 1960's production. Some tractors from the early 60's carry a "C" as the first digit of the serial number on the production plate, and after about 1966, they all do.
B8A--########-letterornumber? postwar production through 1958.
You should have small 4 cylinder Ford Industrial Kent engine and that was dificult to line up some parts for it in the US and Canada- There are performance parts available for it. It is a metric specified engine with "English" specified bolts. 3.45 inch bore but more often found metric 87.6 mm
To be sure you do, the manifold will have the D78S-XXXXX style casting number. This is a popular racing engie, so stock parts are difficult to find in some areas. And to complicate matters there were 2 different versions as well, 2mm difference in cylinder bore.
However the LEA block narrows it to 1970 through 1973. production.
If yours definitely has the fifties or early sixties look to it, that LAE may actually be an EAE,which would make it 3 7/16 inch bore 4 cylinder 134 CID which was used in the NAA, 501, 541,600, 601, 700, 701, 2000 and NAB.
