Yikes... first, make sure any information on the device is backed up or written down somewhere.
Could be some stuck setting, or software glitch.. have you changed anything for incoming calls lately?? Restrictions or bans or such?
Power off for a few seconds and then back on is the first repair step for just about any problem.
If that doesn't help, then remove the battery from the phone (while it's on), and power it back up after a few seconds. Similar but it sometimes does a couple of things differently in this case.
If that doesn't help, you may want to try a RESET. This should reset your settings back to factory defaults. Some phone offer you two types, one is the basic one I just described that leaves your input data intact (like address/contact info).. the other is a master reset that CLEARS ALL DATA from the device, as well as resetting it back to factory defaults.
So take it a little at a time and make sure you have anything you don't want to lose written down somewhere. It's still possible you have hardware issues, but try the above steps to see if you can't get clear of it.

I would start with a Master Reset. That's the best place to start.
Pulling the battery doesn't really do anything but fix little problems.
Resetting the phone deletes all data, including downloaded applications, and resets the phone back to its initial state. Press HOME > MENU, then tap Settings > Security > Factory data reset. On the Factory data reset screen, tap Reset phone and then tap Erase everything. To reset the phone using phone buttons, with the phone turned off, press and hold the HOME, END CALL/POWER, and BACK buttons. The reset process will start after a few seconds

Reboot phone and as soon as it opens up get into settings. If the fault pops up as long as you are in settings you are ok. Hit force close and navigate into your app manager and uninstall the last thing(s) that you got from the market. Basically, if you downloaded more than one app and soon after you are having the problem dunk all of them.
