How do I bring up heat to 70 degrees on my Proselect PsTs21P52 thermostat which has been programmed?

Looks like you have a hold function. This will bypass the programming and "hold" your desired temp. If the temp rises but reaches a maximum of a certain degree than someone has set the maximum heat temp to that degree. Meaning you will have to enter the settings menu and scroll through to make the changes. You need the manual. Good Luck.

It sounds like you have two appliances with two problems but you do not make that clear. It does sound like a circuit bowrd problem but you do not sday what machinew you have so all is just guessing.

Trane Heat Pump

What caused the power outage? Check the outdoor disconnect to the condenser unit. The fuses may have blown, causing the heat pump to not function and depending on the aux. heat to carry the load.
