The number one question before hiring a PI is to find out if they are licensed (provided they work in a State or country that requires a license). If they are required to have a license, ask to see it and take down the number. You can usually check the investigator's license details in an online database provided by the State or country in which the license was applied for.

In many places, yes you can. It depends upon jurisdictions and laws. Being specific about where you are inquiring is helpful, as those of us assisting here are located all over the globe. Many questions come from the UK, OZ, and India/Pakistan regions, but very few folks state where they are, making answering difficult. But to be more specific on your question, there are many older folks in the US who own cars that no longer have licenses since they are too old to drive themselves, but keep the car so that family or friends can drive them where they need to go. Additionally, farms and ranches have vehicles used strictly on the private land, and no license to operate is required in these areas (operators licenses are issued for public roadways, not private land)

That's a bit of an oxymoron isn't it? Private investigators work separately from the police and may be a licensed profession. I would look for private investigators in your area and ask about how to become one.

Unless someone is specifically trying to examine your messages specifically, your messages are private. There are only special situations that would allow your communication to be followed such a cloase proximity. This is not something that you can ask for by customer service or anything. Plus, anything monitored only really gets a look at if something happened requiring such an investigation.

Well, As long as you are not using them all over the place, and are just using them privately, you should be fine, unless they are operating on HAM bands.

If you are just talking about 2 professional walkie talkies, then you should be ok.

The chances of the FCC bothering you are slim to none considering there are only 16 field offices in the usa.

those licenses are really for big companies etc.

If you are using them privately and not for business, you have nothing to worry about.

only other thing you can use is GMRS, ones you buy at walmart or a sporting goods place, but other people with the same radio can listen in.
