With a new charger and new batteries there can only be one other problem assuming all the wiring is connected properly. There is a 7.5 Amp in-line fuse hidden in a fuse holder off the charging harness. This fuse may have blown. I usually check this fuse first since it is usually the culprit and most difficult item to locate under the back cover. In rare cases the ammeter burns open and will cause the unit not to charge. After checking the fuse you can jumper one or both these items to see if it will charge and then purchase new parts. Hope this helps.
For the Pride Jazzy wheel chairs you can locate what you need at the Jazzy website at the following link http://www.thescooterstore.com/products/product_manuals.aspx
When on the site you will locate the chair you need and the wire diagrams are in the owners manuals. As a common problem is just a plug comingun-wired they tell you where they are and the wire configuration. If you tell me some of the other chairs you are dealing with I will try and locate the website for them as well.
check there is power in the batteries, if so check all wiring for breaks loose fittings, fuse trip switch etc, failing that it may well be the controller, hope it is not that as they are not cheap.

There are two levers just under the seat at the
front. Pull the forward and to right to lock position, which will release the
gear so that the wheelchair can be move about without any electric power. Bear
in mind though that releases the gear, still too heavy to push as normal
wheelchair. Give a go, to find out for yourself.
