Problem with Toshiba Satellite L-40a internal battery
I have problem with new battery.
I can't charge the battery. The computer can read all the battery information but won't charging Windows battery window show 0% not charging.
I'm using the old battery for now since it still working 14% battery wear level.
When plug the charger to laptop with new battery, the battery indicator on with orange color for a arround 2 seconds and then off again.
My computer running Windows 10 in UEFI and has problem before where battery keep charging and discharging now fixed after reinstalling.

From what you describe and assuming the new battery was "new", I'd say you have an internal short which is draining the battery over a short period of time. I'd also investigate the accuracy of the battery charge indicator. I'm assuming you gave the battery a "commissioning charge" when you bought and used it? If not, this is something you should do with all new LI batteries. This bit is reproduced from a website that sells batteries for the Toshiba satellite series:

Your charging circuitry, inside the PC may be faulty. OR maybe the Power Adapter, you need to try another adapter, if the problem does not go away, then you have an internal motherboard power supply problem it will have to be serviced. Or just maybe the second battery is faulty too, unlikely.
It can be a defective battery, return it and get another one if you can, if that not the problem then its a laptop internal issue. If its a laptop issue take it to a mom and pop computer shop to pin point problem. Can be several issues if its the laptop. Have to look at it .
My toshiba had a bad internal power socket and I went through the same steps that you did. I also replaced the battery. So now I have two batteries and two power supplies and had to pay to have the computer shop put in the internal socket that the power supply plugs into. Hope this helps
