no --and if being arrested you have to comply with federal-state and or -local authorities for arrest each jurisdiction has and follows their own charges of law and the constitution has no wording or section that states you can resist an arrest --if combative or not complying [such as locking your hands together to avoid being handcuffed ]a resisting arrest charge can and usually will be added --this is nys penal law article 205.30
