Go to this website and register your number. I did my several years ago and I don't get unwanted calls.
Or.... contact the place from where you bought the phone and ask them to block the number.

keep track of the times you get these calls and then call your wireless carrier and ask them if they can block this number from calling you. usually you have to change your number if your being harassed in this manner.

I think the issue is a misconception on the operation of the phone. The phone flashes for the first ring, vibrates for the second ring, and then rings for the 3rd and 4th ring before dropping to voicemail. it requires a registry modification as can be found on some forums to make it "ring immediately." If you put the phone on vibrate it will buzz immediately and skip the flashing lights step.
