This is a very common problem that is most frequently caused by the outdoor transmitter going bad. They are surprisingly delicate and don't like getting wet.
You can order replacement transmitters from http://skyscan.info/content/
They only cost $11 and that includes shipping and handling.

Simple, the instructions state that when changing the batteries on the outside temp. sensor, you must also change the batteries on the main clock unit. I had same problem when I changed the sensor batteries until I pulled the batteries from the clock and it reset fine. ( Sensor batteries first, then clock batteries. ) The clock will reset to atomic time overnight so don't worry if it doesn't read correctly at first.

attaching photos here for your TV problem--they show the board and where the part is, if you attempt the repair I will tell you best way to get at it.
Cap is pretty generic part--almost any TV repair shop or Tv parts dealer will have it: .47 microfarad @ 200vdc (original part should have "0474 200 " marked on it and that is the value I indicated in plain english.
see photos and if you want to attempt I will tell you how to get the box out and do it.
Note board is seen removed from right side and pencil points to cap(it has been removed but the others around look similar)
just above this spot are two multi-pin plugs that have been removed.
Removing the light box will allow access without having to disconnect much.
