Remote will not change channels. Stuck on channel 3
TV was probably connected to a cable box, or one of the other inputs used to view programing. (AUX, VIDEO, COMPONENT, HDMI) If you have not changed any cables you need to switch the input back to the source of the signal that you have. Itf you have changed to an antenna, you will need to set up the tuner to receive antenna signals, Your TV is only doing what it was told to do,
Main system control memory IC fault. This is a very small IC; have 8 solder terminals, and can be located very near to the main system control-chroma IC. Check and replace it. Be sure to replace it with the same number printed on it; in all respect. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. Usually the fix for that on a RCA or GE TV is to go into the menu (the button in on the front of the TV) and find channel settings and let the TV autoprogram itself. This should fix the issue.

Your TV is in Showroom Mode - to change:
Menu>Picture>Mode>Power up>Home
Then go back and autosearch channels.

Go in to the user menu and find where the Auto Channel Setup is located. You can consult the instruction booklet for your TV set. Try this and see if it works. If it does not then there are a number of areas in the set where there can be some defective components.
The tuner is controled by the uPC system. There are a number of interface circuits involved for the channel control. Problems in these areas can cause the channels to not be able to be changed.

Remove batteries from remote, and test again the touch buttons on TV with remote batteries out. This to exclude the possibility that remote has a stuck button.
If the problem persists , then it is probably a faulty IR board on TV (the one that gets IR signal from remote), or a faulty touch button switch.
