SOURCE: ran tractor out of fuel try prime got fuel to pump

you need to open the fuel line at the injector on the cylinder to get the air out of the line while still priming the pump ,its building back pressure and fuel cant get past the pump, another way would be is to remove the air cleaner and carefully get a spray container of diesel fuel and spray directly into the air intake and see if it will fire,if so it may pull the air lock thru when the engine starts and till it gets fuel from the pump directly and runs on its own

Why doesn't tractor start after injector pump rebuild?

I'd be suspicious that the injector timing is not correct.
When the injector pump was rebuilt, it had to have been removed from the engine.
There will be timing marks on the gears and they have to be lined up for the fuel to be injected at the correct time.

Tractor will not start ,checked timing of

Most of your problem is your not getting fuel to the pump so either you have a fuel blockage or a filter blockage or pump diaphragm has air getting into it
a pin hole will cause the problem.
