SOURCE: I cannot rotate the screen's display using the tablet control button

Try holding down the CTRL, ALT and the up arrow or any of the arrows and see if that does the trick with rotating the screen.

As far as the normal rotate button is concerned, try downloading the drivers for it thru toshibas website. If you have the model number of your laptop I can help you with that.
