After draining a spa it is common to get an air lock in the plumbing. Depending on the manufacturer or plumbing configuration will determine the easiest way to accomplish this. The concept is the same, help the water to start moving. Either relieve the air down low, i usually loosen the pump drain plug until water sprays out or force water through the plumbing in the natural direction of water flow. Those little 24 hour circulation pumps are usually the biggest culprit for this problem.
