Can i use a peavey PVi2 mic on my peavey renown 400?

No you need a preamp for the microphone found on audio mixers. You will not get good sound from it even if you do buy a mini mixer to provide a preamp for the mic. I would suggest a pa like the ones in this link. Most of them have built in mixers (with preamps) also.

Toshiba laptop adapter not working.should i go for a new original or is compatible duplicate safe

I will not recommend you to repair it, it's a sealed box, not worth it. Just buy another one. Always a 3rd party adapter will be more cost effective. Toshiba PA3215U-1ACA

PA 21 adapter shows no sign of life. LED does not light up. No output voltage

Try another mains power cord. If this does not work then the PA-21adapter is faulty and needs to be replaced.

I have a cobra 29 LTD that has no audio in the PA mode or the CB (transmit or recieve) mode i've changed mics and also changed the audio IC to no avail. where do i look now?

look into buying a new radio. If you had researched further you would have found out that unless you are on cb your radio will not operate . If you are on PA the you can only transmit through the PA system not the cb. If you changed the audio IC then you probably did a cold solder on it. You need an external speaker to operate the pa mode and an external speaker to operate the CB mode .If you decide to fix it more it will cost you more then buying a new radio.

What type of stereo receiver should i buy

Generally speaking it is always better to have separate amp for subwoofers and separate for higher frequencies.
But why do you want to power PA speakers with home/hifi receivers? You don't 90% of features which receivers have. Look for some PA amplifiers and you will get much more power at similar price. Also most receivers have only about 80 - 100 W per channel and this is NOT continuos power over all 5 or 7 channels! Only the most expensive receivers can do that. You can have 100 W for any channel, but not 100 W to all channels at the same time (spikes yes, but not continuously). And 100 W is very little for your PA speakers.
You should buy amp which has the same rating per channel as your speaker continuous power handling. So if your speaker has rating of 300 W cont. / 500 W spikes, buy amp which has at least 300 W, but 500 W would be better.
