Question about Whirlpool Refrigerators
Had a 7 hour power outage. Fridge cools, but display panel will not reset after cutting off breaker several times. Is cutting off the breaker the same as unplugging the appliance?

Yes, that would be the same as the appliance sees it. But for living entities (humans, animals etc.), they will notice other things quitting which are on the same circuit!

I would recommend you adjusting the temperature to a lower setting to see if that would start your compressor to cool. If that is not successful I would contact a professional to come and properly diagnose your appliance. It could be that the power outage shorted the main control board or relay.
