Engine is not FIRING? But it turns over, right? Assuming this is so, I'd run the OBD II codes first.
Fuel pump operating? Can you hear it when you turn the key to `ON'?
If not, there's a fuel pump reset button,I believe in the trunk(safety switch in case of collision).

1998 Mercury Grand Marquis turns over but will not start. Was running fine before.

Hello, Look in the trunk for a switch on the drivers side. If you have Air-ride it will be next to it. There should be a slot or hole in the carpet to access it.

Just push dwn on the button and the switch will rest. It is a safety switch called a Inertia switch and sometimes slamming a door or trunklid will trigger it to work.

Can i get the starter on a 2004 grand marquis to crank by jumping the terminals?

Hello Jeremy.

Yes, the power is there all the time to jump the terminals and if you do it should engage the starter.
Use caution doing this as doing this bypasses all safety items including starting in gear.
You need to jump from the battery terminal on the starter to the small solenoid wire.

If you need more help with this, ask me here in a comment.

1990 Mercury Grand Marquis- charging system failing.

Have you checked the positive connection from battery to starter? this connection has another feed that runs the rest of the car. Its either loose or corroded. Take battery terminals off and soak in baking soda, water and 2 drops of dishwashing detergent. If any corrosion is present this mixture will foam and remove your corrosion.

Its odd that car dies Are you sure you do not have a dead cell in the battery?
