The battery is flat and the safe will not open??

All safes which have internal accessed batteries have a hidden key entry, generally found behind a blanking plate on the front of the safe. keys would have been supplied with the safe when purchased.
flat battery and no keys = Useless safe.
If you are in that position you have two choices:
If there is nothing in the safe buy a new one.
Valuables in the safe, take it to a locksmith.
If the safe is of the readily available small sized mass produced types the key lock is between the rotary door knob and the keypad behind a flip off blanking plate, this type of key lock is very cheap easy to replace and very very easy to pick so it won't cost much.

I m having samsung n 148 netbook and windows 7 home basic... i tried every loader and every setting... all the things go right but when system tries to boot i get only blank screen. then after some time,...

Load the windows 7 disc and do a repair from the cd. You can also try last know good configuration or safe mode. If you manage to go to safe mode, disable some applications in msconfig. Just type msconfig in the search bar. Or Type, reliability in the search bar, from there you'll see what applications failed.

If you mean not straight up or straight forward, not good - Have a machanic (front end) look at it for free - This type of a problem can not be fixed at home - Be safe and check it out very soon

Can`t get windows to start i was installing system mechanic 8 it ran some tests up pops a banner saying windows won`t restart. i can`t get it to reboot

Shut it down forcibly.

Restart and boot into safe mode by repeatedly pressing F8

Once in safe mode use the system restore option to go back to a time when it ran OK.

It should then restart and you should be OK.

If you cannot do a system restore then do the F8 type restart again but choose last known good configuration and try that way.
