This is an activation lock through Google. Basically, the device was factory reset, and there was a PIN or SWIPE lock screen and a Google account on the device when it was factory reset.
As a layer of protection and to ensure the phone is not stolen, it is looking for you to enter the Google account that the device was ORIGINALLY set up with. If you know the Gmail login, but need to reset the password, you will not be able to login to the phone for 72 hours AFTER the password reset.
If you do not know the login, there is no way to bypass this screen. You would need to get the Gmail account information from the original owner.
How to Remove a Password on an LG Optimus
by Ruri Ranbe, Demand Media
The LG Optimus M doesn't offer you many alternatives if you forget the pattern to unlock your smartphone. After all, if it were easy to bypass the lock, it wouldn't do much in the way of security. If you don't remember your pattern, or if someone created one without your permission, you have two choices: sign in to your Google account to remove the lock, or perform a factory reset of your device. If you don't have a Google account, the latter option is your only solution. Sponsored LinkStart Download NowConvert From Doc to PDF, PDF to Doc Simply With The Free On-line App!www.fromdoctopdf.com
If You Have a Google Account
Step 1 Press the "Forgot Pattern?" button, and then enter your email address and password into the appropriate fields. Step 2 Tap "Sign In" to log in to your Gmail account and bypass the lock pattern. Step 3 Go to the Home screen, press the "Menu" key and then tap "Settings." Step 4 Tap "Location & Security" and then tap "Set Up Screen Lock." Follow the on-screen prompts to redraw your lock pattern.
If You Don't Have a Google Account
Step 1 Press the "Power/Lock" button and then choose "Power Off" from the pop-up menu to turn off the LG Optimus. Step 2 Press and hold simultaneously the "Volume Down," "Home" and "Power/Lock" buttons for at least five seconds to reset the device. If you just need temp access and you can log into the google account associated with phone. Then you can: (With phone on) go to play.google.com from a pc. log in. and search for lock screen bypass. select your device and choose install. give it a few minutes to complete. reboot phone and wait for a bit and you will see the screen lock bypass app show up. click add admin account. sometimes it will throw you back to lock. just reboot and do it again. once you are at screen lock bypass app after adding admin account press BACK (pressing home will usually result in lock screen). And when you first boot phone its good to wait at least 2 - 3 minutes before pressing back to home screen. (I see better result and less lockscreen hiccups.) once you are finished you can reboot phone again and when bypass pops up you can uninstall from there. While in backup your data and do a factory data reset afterwords to get back into your phone properly.
