Question about Televison & Video
This is a power supply issue.
Your tv is in protection mode - it is protecting itself from further damage.
There is a trouble in your horizontal deflection circuit board and/or power supply component failure.
May be due to a shorted horizontal output transistor or partially shorted flyback transformer.
Unless the short or overvoltage supply on the board is fixed it wont turn on.
The best thing to do is test if the horizontal output transistor is shorted (be it in-circuit or out of circuit)
If found shorted have it removed and replaced
However I always advise AGAINST DIY Solid State (Television) repairs - as there are potentially LETHAL amounts of energy stored inside that must be properly discharged before any work is attempted.
If you remove just the projector - the TV can be easily serviced at your local TV repair shop for $100-$150.

Seems TV got problem with convergence out section. Please check convergence out ICs supply volts if you are comfortable with it or call local TV tech to fix it.
