This is the number one most common problem on compact digital camer's, that said there is nothing you can do to fix it, there is a small plastic tab that is broken in the lens that pops the cover open, Olympus doesn't sell parts or repair manuals to the public, only certified repair stations for there camer's, you have no choice but to either replace the camera or send it in for repair.

Please attache lens to your camera and set your camera to AV mode and set max. appeture 22 or more and front right side of camera there bottom edge of lens mount ring there is small black button.
press that button with shutter button and put your camera under light and press both button and check lens shutter is opening and closing properly if not and you getting err99
then lens diaphrm unit is faulty you need to replace it.

Cant adjust below f/5.6 on a eos 40d

You are correct in thinking that it should be possible to set the aperture wider than f/5.6 at the wide end of the zoom range.  My best guess is that the lens is defective.  I'd suggest returning it for a replacement.

Flash not working properly

Try setting the shutter speed to 60. The 2000 has 3 different modes. 2 auto and 1 manual. In manual mode the flash is at full power. In the 2 auto modes the flash meters the available light and sets the power. There should be a table on the back that tells you what to set the appeture at based on distance and film speed. On the AE-1 you will have to set the shutter and appeture yourself. It won't work auto like a Canon speedlight will.

try bring a tripod or monopod with you-you can than turn off the image stabilizer if doing this-this will allow the cameras shutter to stay open longer and take in more light. Things to try-turn flash off-use a high speed memory card-change iso and exposure values manuely-use a scene mode or put camera on a or p mode which is shutter or appeture priority and see what changes-must set up early and try different settings-try a external flash to boost your range

I would suggest you to use the Manual settings. Play with the ISO and the shutter. You will get a better pic.

W1 Making noises....??

The W1 uses metal rings that slide in place with a tiny hole in the middle to give the required apperture it does not have a diaphram that closes and opens to give the apperture... so what you here is the sound of changing the suitable ring ( or disc) with the apperture ... You can look in the camera (lens side) and change appertures, you should be able to see this happen ... don't click with flash though :) The sound is very low though if you here a loud click there's something wrong.
