It sounds like you are missing the throttle return springs that returns the throttle actuator back to closed. The draft of the engine will open the butterfly valve.
The belt that allows the tractor to move foward or reverse is called the "Drive Belt". Some of the packaging for the belts can be misleading...such as the belt that engages the blades is typically called "Deck Drive Belt". In my opinion, if you dont mind spending a few extra dollars is to purchase an all kevlar drive belt as they last longer than the typical polyester rubber belts. Hope this helps
The John Deere EZ Track does not use a belt to drive the machine. This is a hydraulically driven machine. If you look at the back of the machine under the cowling next to the rear axle, you will see two metal rods sticking out at you. The ends of the rods are bent downwards. You can pull the rods out towards you or push them in. When the rods are pulled out, the machine will not drive because the rods are drive disconnects. If you push the rods in, you should be able to run the machine.
If it is the belt driven version you should have a deck belt and a drive belt. The drive belt is under the engine. If you have the hydraulic version check for a broken linkage at the pump.
