Question about Canon Office Equipment & Supplies
You probably did not get the drum unit seated in place and the drum is not grounded. Make sure your lamp is coming on.one of the charge wires is not all the way in. Go back and reseat the drum unit. Check it twice. And you did release the developer. I hope so. If not that's what keeping this unit from being in the correct position.

Hey Chuck, Any chance you can post a scan of one of the faulty pages ? This will make it easier to assess the fault. Print off about 10 pages of a page that is affected by the lines. Look at each page and see if you can detect a recurring pattern over any of the pages. If there is a pattern, chances are it is probably the PCU that is marked.

Yes Cartridge problem is what causes double imaging 95 % of the time, there is a rubber blade in the drum unit that wears and doesn't clean off old image from drum. Have known this fault to be fuser at times, the way to tell is to get a print to stop half way threw machine by openning door during print, remove cartridge and look at print, you want it to be stop before the fuser(hot bit) but after the drum, image still rubs off if pre fuser and then you can see if defect is present before paper travels threw the fuser, but in your case I think you will find it is not the fuser it is toner cartridge.

ok....once just completely remove the toner and its mechanisms and clean then with iso-profile alcohol and re assemble them after the reassembling
