SOURCE: faulty safety power cord...
You can by-pass it by simply connecting the 2 wires together. Obviously the safety it is supposed to protect you from will not work, but it can get you by instill a replacement can be found. It seems like the surge burnt the coil out on the switch. If you are conscious of the heater and what its going ,you should be safe. They made these things a long time without a trip switch on the cord. It just requires some common sense.

You can go get a new cord make sure it is for window air conditioner has to be heavy duty for the amps that it draws. Or you can patch it making sure to get the right wires connected. And really the best way would be new cord but wrapping the wires and insulating them very well can get by. As long as you know how important it is to make the connections very good.

My friend ... you are doing a simple repair ... you don't need a wiring schematic to replace this power cord. When you get the unit open ... you will find the other end of the ripped cord ... black goes to black, white goes to white green goes to green or ground. In fact ... you will trim the end of the cord and reattach it using either crimp connectors or wire nuts.

A 10,000 BTU A/C is probably a 110 volt unit. You are correct that the green wire goes to the ground terminal of the plug. The red or black wire is the "Hot" wire and would go to the "narrow" prong or "right" side of the receptacle - when the ground is on the bottom (if it is installed correctly) as you look at it. The white wire goes to the wide prong or left side of the receptacle. If the plug is fine and you have to connect the wires to the unit, there should be a wiring diagram to follow inside or on an electrical cover plate. Polarity is critical, so be sure what you do or let an electrician do it for you. Good Luck!
