The above answers are good places to check, however, any combustible engine needs three things in order to work. Fuel, air, and compression. If the above answers check out, you may have a compression problem. To check, remove spark plug and put one of your fingers over the hole the plug came from and have someone pull on the starter rope or turn on starter, if electric start. Your finger should be forced out of the hole. If not, then you probably have internal engine problem, which could be several things. Valves and or piston would be prime suspects. Sticking valves caused by bent valve stems. Valves not moving due to bad cam. Worn piston rings. Broken piston rod. Etc. These, however, usually give an early warning before giving out. When last used, was there any unusual noise? This implies that there is no or very little compression felt from spark plug hole. Hope this further helps diagnose your problem. Good luck.

Does it turn over? If it does, what happens? Does it sound normal when its cranking? I need more information to help. Is it a push mower or riding mower? Does it start by key or pull start?

Black carbon fouling on the plug is a sign of the engine running too rich, start by replacing the air filter and plug and try again.

Try taking the float bowl off and clean out the orfus. It will eather be in the nut holding the bowl on or in the end (sides) of the pickup tub the nut scews on.
