It is showing high because the present humidity is above 80%. Try turning the humidity setting down and let the dehumidifier run for a while. Once the dehumidifier lowers the humidity in the room this level will go lower. If this persists after running for a while you will need to contact LG for service. They back these models with a 5 year warranty. Here is the number to contact them at:

Are you saying it has to be set below 40% to work? If that is the case, there may not be enough humidity, at this time, above 40% to activate the unit. Try setting it higher (a little over 40%) and just leave it alone for a while, to see if it will start up by itself, when the level rises above the setting.
If this is a basement application and the ambient air temperature is between 40 & 60 degrees F, dehumidifiers don't work well between those temperatures. Because the air temp at floor level is colder than at shoulder level. Raising the unit up onto a sturdy table, counter top, etc, that can handle the weight of the unit, plus a full bucket of water, will generally solve that problem.

If it is very cold some of these consumer units will not turn on the compressor. If the unit suddenly stopped working and the temperature is room temperature I would guess a refrigeration issue- either a leak or bad compressor. Make sure the "full bucket" indicator light is not on- the condensate bin may not be plugged into the unit properly.
