Seems the 1950W is now obsolete, cna't even bring up a drawing of it. Usually when the vac. motor is running, then there has to be suction. But if a seal or gaske is missing, then the suction will be lost. So you might check the dirty water tank to make sure there isn't a part missing or out of place. Check this out, it is for a 1950-3:

Hi: I took my unit apart to clean it. I was careful to put it back exactly as I took it apart. Now it won't start. I also need a new filter. I rinsed it out but it still stinks.
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The best way is to check your owner’s manual to see the trouble shooting guide of which may help you. It could be a loose wire; or the separator could be on too tight, I am going to give you the Rainbow / RexAir Factory phone # so that you can check with cust serv or their serv tech support. The littlew round screen goes in the hole where the hose attaches to the tank. The round foam filter goes up in the hole underneath the on/off valve for the foam. Here is a guide if you need any more help...
