Why is the hand wheel so tights

It shouldn't be too tight. Clean out and remove the bobbin/bobbin case. Now, try to turn it. Does it turn any better? If it does turn easily without the bobbin case and bobbin installed you know the bobbin case was out of adjustment.
To adjust the bobbin case reinstall the bobbin case. Slightly move the hand wheel back and forth. There should only be slight movement of the bobbin case. The bobbin case is held in place by a small piece of metal next to the bobbin case.on the lower right corner. Just make the adjustment to prevent the case from movement.
The hand wheel can also be prevented from movement due to the interior parts of the machine being filled with dried greese. If you're feel safe about this you can remove the front, back, etc and inspect for buildup. Clean it up with carburetor cleaner and a qtip. Try not to douse the plastic gears with this. Clean it thoroughtly. Put sewing machine oil on all steel against steel movement. Any plastic movement should be done with a non petrolium product like silican spray. You can move the hand wheel a great deal to observe any parts that may have movement probmems.

The hand wheel does not move. removed the needle, still not working

sounds like you have thread bunched up in the bobbin case. take out the entire bobbin plus the bobbin holder and clean it. it is worth a try....

The hand wheel is stuck and does not move.????

HAND WHEEL NOT TURNING EASY
If the hand wheel isn't turning freely here are possible problems.
1. Clean bobbin area and ensure bobbin case is inserted properly.
Also, put one drop of oil on race (bobbin case sets on it).
2. Check/remove material from feed dog.
3. Remove the thread and rethread with the pressure foot up while giving small tugs as you go to check for snags.
4. Afterwards put the pressure foot down and give a small tug to check for excessive resistance on thread. It is a good idea to start at four. Now place thread in needle.
5. Put oil on needle arm and pressure foot arm.
6. When done it should work.
7. If this is still a problem the interior of the machine may need cleaned and lubricated.

The Balance Wheel and the Clutch Release knob will not tighten together again after filling a bobbin. How do I fix this?

THERE IS A SMALL SCREW AT THE MIDDLE KNOB ON THE HAND WHEEL THAT YOU NEED TO LOOSEN. AFTER THAT TIGHTEN THE HAND WHEEL KNOB JUST AS YOU WOULD WHEN YOU ARE GOING TO SEW. NOW, TIGHTEN THE SMALL SCREW. YOUR MACHINE SHOULD BE OK FOR SEWING AND YOUR BOBBIN WINDING.

What to do when the needle is stuck down through the fabric and will no release

be careful, release needle clamp and slowly rock the hand wheel. use tweezers or small pliers to hold needle and gently twist/pull as the wheel is rocked. The needle will loosen and come out with patience, use as little force as possible

Necchi 575FA runs heavy, wheel barely turns.

It is the bit that rotates the bobbin case back and forth in a "shuttle" motion.
It sounds like it would be worth exploring the idea that it is time for a service !!

Problems when sewing over heavy jean hems

Are you using the correct type of needle? have a word with your needle supplier and explain the problem. Different threads and different thickness material need different top and bottom tension adjustments.
Can I suggest sew one thickness material at a time with tension adjustments for that thickness. Then change the tensions and do a batch of thicker material.
