depending if you have a ajustment on the bowl you will need to ajust to get the right mixture if this will not fix your problem then you will need your carb rebuilt

There are two main things to check. One is the "tickler" at the bottom of the float bowl. Sometimes they can be a little stuck, or need a new seal. The other thing to check is the fuel inlet valve which is located inside the carburetor. It might be fixed with a shot of carburetor cleaner, or even just compressed air. I would suggest removing the carburetor to work on it, but it is possible to do it while it is still on the engine. First shut off, or drain the fuel, then remove the float bowl by turning the nut at the bottom. There will be some fuel present in the float bowl, so be aware of that. When the bowl is removed, the float will have dropped down and be hanging from a hinge pin. Remove that pin along with the fuel inlet valve and shoot some carburetor cleaner into the hole where the fuel inlet valve was. Inspect the fuel inlet valve to make sure it isn't pitted, and replace it if it is. Put it all back together and be sure that you have the clip on the fuel inlet valve onto the tab on the float. Be careful with the float bowl seal too.

Is there a screw on the carb to adjust the air. If there is turn it out a little bit at a time till it runs right.. If that does not work your carb may be dirty.

try this link . it looks like the spark plug may be hidden under the cowling on the piston head you may have to undo some screws . look for a thick wire follow it to the spark plug.

Leaks are normally from bad seals or ones put on engine wrong. Many snow blowers leak oil, very common. Electric start needs to be taken apart. Rust is problem most likely. When you engage the starter it kicks out the gear to turn over engine. Carefully remove the starter from engine, try to start starter an if the pinion gear does not kick out from starter disassembly it an try to clean rust away from action. Dont break wires around electric motor careful about getting dirt an rust in winding. Try to lube spring an moving parts around gear. One other thing it could be a sheared off gear on starter also.
