John Deere D140 Engine will not turn over.

Important details
Does it turn over/crank well?
Did you check to ensure you have fuel and that it's getting to the carb? (you can simply pull the hose off the carb, and crank the engine holding a little glass under the hose to see if gas pumps out)
Did you check the fuel is not rotten (it should be clear and smell like gas at the gas pump, if it is orange or has a bad smell it needs to be replaced)
Did you check the spark?
Did you check for water in the tank? This looks like little bubbles floating on the bottom of the tank because the water and gas don't mix and the water sinks. Any water at all will contaminate the fuel. You will have to drain the float bowl, the fuel lines, and the tank, dry them and put in fresh fuel.
Did you clean the carb float bowl? If the fuel you by has ANY ethanol content and the tractor sits more than a few weeks without running it is very common to get gunk build up in the carb that will block the jets and keep it from running. carefully cleaning it can fix this.
Tip, do not let carb cleaner get on any rubber seals as they will swell and not fit properly anymore. (or just by new seals)
Check these and repost findings if it doesn't solve your problems, good luck!

Fuel problem with John Deere 23hp engine

time to pull the hose off the fuel pump coming from the tank and drain the tank and check flow of gas coming from tank hose, and possibly inline fuel filter is plugged or there is junk in your tank/line from tank not letting enough fuel to run to pump so pump can pump it to carb !

I had a JD 111 rider that may have had the same problem. Turned out to be the fuel line had a weak area and would **** together and not allow the fuel through. It's a cheep place to start.

Good luck!!

I have a John Deere 420 garden tractor it wont shift from high to low range, also the throttle ramps high to low it sounds like the thing is gonna blow up,I have cleaned the carb what's next?

Check just above the idle fuel mixture screw on the front side of carb and see if the 1/4 inch welch plug blew out of carb. You should see a hole if its blown out of housing,if still there you would barely make out its location, these blow out for 2 reasons, using compressed air to clean carb and a back fire through maniforld. If still have problem I would suspect a split intake manifold near where it goes into block causing an air leak. Both of these are common problems.
