Have you checked with the company that makes the mower for the manual? Hae you tried searching the internet to see if you find the manual there?

SOURCE: i cannot start my Suffolk punch 43s petrol mower,
As far as I can tell, there are no downloads available. I eventually gave up and bought a copy from a mower museum. You will need to know the approximate age, as several diferrent engines have been fitted.
If you have the old red engine, the choke lever should be at right angles to the line of the carb IE pointing straight back.
The newer green engines are usually marked, but of not, remove the air filter and look into the carb throat. When the choke flap is CLOSED, the choke is ON IE cold start position.
As soon as the engie starts, move the choke to approx 50%, then fully open after 30 seconds or so.
If in good order, these engines are a 1-pull start. Fit a new plug, then spray WD-40 or similar into the OPEN carb thoat. If there is no sign of life at all, you have a coil failure (or possibly a points problem if it's ancient).

the float needle must be so the pointy end is pointing up into the carb and the other in the bowl

SOURCE: Qualcast Suffolk Punch 35s lawnmower running problems
There is a small idling mixture screw on the side of the carburettor.
As the engine is not well suited to the carb. it mainly runs on the idle setting!
As long as you are not leaving the choke on. This is a little tab on the top of the carb. You start with it set on C then soon set it on the middle position, and after about 3 mins turn it off.
