If it won't power on at all its probably a failed power supply.

Take a A+ cert course then tell this fib again.?

An LED can glow at 2vdc, tells you nothing!
only that some weak power is present, nothing more...!
learn that in electronics.
it can fail all theses ways.

the PSU tests are covered here, take a volmeter
not some LED on a stick or parts glowing.
got 50 years of on the job doing this, from DC to daylight, from MIL to you name it.

Testimonial: "It can't be the power supply, when the green light on the motherboard is still on. It has to be something else. Do you know where I could get a FREE diagnostics done on my HP Pavilion Desktop?"

never say can't to any fully certified tech

I can sell you 10 bad PSUs, all that are BAD
    and glow that LED
    cheap, cheaper than DIRT.

that last link shows real intel mobo. schematic
so you can learn what is there.

if the fans are dead. the PSU is bad
if the PSU is ok then the MOBO, power logic
is bad, or even the power switch wires fell off the MOBO. (saw 2 bad switches in 32 years on PC)
in a real shop, we jumper the switch jack wires
omg, it turns on, leaving what>? bad switch.
if the Fans do run that means only 12vdc is good.. after all its just a 12v fan.
not the other 9 power supply lines bad ?
    all must be good.
all in the PSU and all regulators on the MOBO
must work and guess what, they fail too.
3million transistors there, or more, non trivial.

The HP all-in-one PC's have a video card issue, and the bad thing is that the video card is on the motherboard, so the whole thing needs to be changed. If you have warranty, then you are good, but if not, you will end up spending somewhere from $150-$300 on the repairs. One way is to look for parts and the Motherboard on ebay or craigslist, but be careful before you part with your money. I would suggest if you do not have warranty, to just go ahead buy another PC, a desktop, make sure you do not buy an all-in-one again as these are prone to these kind of malfunctions.

HP Photosmart 7280 all in one. When power cord plugged in, printer will not turn on

Sounds like it could a power supply problem inside the printer or a motherboard component failure. It needs to be taken in for servicing. There is no way to tell what the problem is without an internal review.

My hp pavilion a430n is not turning on. even though i pressed the power button the light wont even turn on. it is truly annoying and the screen says something about the power supply and green, red, blue...

I suggest to open your computer and unplug your power supply and look for the color green and black cord which plugged from your motherboard. Then find a piece of wire and short the color green and black wire to test if your power supply is working and plug to your power socket. And check your electronic parts (capacitor) near at your processor, it might your capacitor blown out.

Computer will not turn on. green light blinking

Try replacing the power supply, a blinking green light usually means the power supply is missing an output voltage. If you do that and you still get a blinking green light then the motherboard will need to be replaced.

Will not boot up after not being used for a long time. Power is getting to the board.

Fans turning? If this is an old machine you may need to check the motherboard voltages. I just had a computer with an asus board with a green light that turned out to have a bad power supply. So it is possible to have a light and still not enough power.
Check the motherboard for popped capacitors. If you see some then the motherboard is bad though probably repairable.
