SOURCE: Have a brand new 6250 generator I have never used.
If you've got a receipt that shows it's less than 2 years old you might be able to get your local Briggs dealer to take the blower housing off and see what is wrong with the recoil starter, have a look at this link http://www.briggsnetwork.com/maint_repair/BS_engine-warranty.pdf
Otherwise you'll have to do some troubleshooting yourself. The carb comes off first (you'll need an E5 torx socket to get the studs off), then the blower housing along with the recoil starter.

SOURCE: pull cord broke
if you have not replaced cord you will need to do this,when you fit the cord turn the pulley 4 or 5 times full circle the same way as if it was pulling cord,then feed cord through pulley and out of housing to fit handle when this is done you can let pulley recoil and you should have correct tension,hope this helps

I got one of these pieces of junk, and had same problem you described.
You will need to remove the end panel to get to the blower housing. You will have to thread the rope through the handle until you have enough slack to remove the rope from the handle. The end panel should now be free to remove entirely.
Find the 3 bolts that hold the blower housing on, and remove them. Once you get it off, make sure that the rope has a knot in it so it won't get retracted into the pulley recoil assembly. Take a screwdriver and push the rope back down into the pulley (that was my problem). Assembly is opposite of taking apart.

The spark coil is bad if you have no spark
Small engine repair. Part is expensive.
Have you checked spark for sure?
1) Spray WD-40 directly into carburetor
If machine has spark, it will fire
2) Is exhaust port clogged with carbon and dirt?
3) Get new spark plug
Pull out old spark plug
Put spark wire on plug
Hold spark plug wire with fingers
Put spark plug threads against metal opening where spark plug came out.
Metal to metal
Pull cord or push starter
Look for spark between metal
No spark, then spark coil is bad.
