Check the wire that goes from the main board to the actual LCD board. Unplug it and wiggle it around before plugging it back in. The cable is notorious for going bad. If this solves it you should be fine for a while. Eventually you may need to replace the wire. The TCON board is most likely not the culprit in this case.

Yes , it can be a short on the board that will ask the SMPS unit to protect the power so as to switch off. So even with a multi-meter check you will be able to trace the short on the board, the drivers or any capacitor that is cutting off the power which must solve the issue.

It could be a bad T-con, but it could also be a faulty LVDS (cable that connects the t-con to the main board), or you can have a main board fault. It sounds like your panel isn't getting power. The T-con board should be located top center on the backside of the set. It should be housed under a metal cover. BEWARE, some panel have the T-Con built into the LCD panel. If this is the case, you will have to replace the entire panel if the t-con is bad. Simply go to www.shopjimmy.com, and type in you actual TV model # in the search box. This will bring up all the parts available for your model. The results will also bring up pictures of the parts so you can see exactly what they look like.
