It's not easy to put them back, but if you get the side gears in position with the axles bumped out as far as you can, the smaller spider gears can be "walked" into place. Try having your buddy rotate one of the wheels slowly until each one fits in. It's tricky but you'll get it.

The quick easy answer is put your feet on the steering shafts just ahead of your feet when sitting on the tractor when driving at speeds causing the shimmy.This is what most people do.
The longer answer is a new or rebuilt steering box or possibly adjustment.
Some (most) boxes have play that cannot be adjusted tight even with a rebuild.

My thought is you need a new "bendix" for lack of a better word. The device I speak of spins out and connects with the flywheel. There is the possibility you have electric problems but based on what you say, I think it is mechanical.
