Question about Apple iTunes
This can happen if one of the downloads you have already started is corrupt from the server. When this happens the download will not resume properly from where it stopped. Do a search for downloads on your computer - find the one (or ones) that show they are pending and not completed and delete it (or them). Reboot your computer.
Go back to the site store and check for purchases Your download will start again and this time it should complete.
If you continue to have problems you might need to change your DNS to use opendns.com as there is a possibility that the server you are using may be creating the problem.
