I'm not sure what the stars mean but any kind of stop is usually an indication that an officer has probable cause to detain someone (or a group) to investigate a situation further so as to ascertain that no laws are being broken and that no one needs help. This is done to help the officer by allowing him/her/it the time to ask questions and make observations in a more controlled manner (ie. pulled over on the side of the road rather than moving). In this manner, the officer can focus on the "probable cause" aspect of an investigation without being distracted by external factors not pertinent to the initial investigation.

Additional Pay Members of the SWAT team can potentially generate extra income by taking on additional responsibilities. In Round Rock, Texas and in Albuquerque, negotiators receive an annual payment of $600. Many SWAT team members provide firearms training to other officers, and a police officer in Round Rock can earn an additional $2,400, per year for working as a trainer.
