Check the slot in TV where the HDMI cable is inserted. On your TV remote control (not Philmore) there will be a Source button or Input button. Press it & on your TV screen select HDMI 1 or HDMI 2. Now take the other remote control i.e. Philmore Universal remote in your hand. Press & release the S (set) button. Immediately enter the code. You have to be extremely fast in doing this.
Following are few codes which you can try:

Check the Visio TV manual for the Brand name, Model no & TV code if any. Then contact your TV manufacturer or retailer for the TV code to enter & synchronize with your new Philmore Remote Control.

If your remote has 4 digit codes add a zero to those or try these.
