Question about Belkin (F5D7230-4) Router (587009)
from what you are saying, the problem lies very likely in the router configuration.
Since you have a cable (not DSL-) modem, the router should get it's IP address straight from the modem. There is a know issue with the Toshiba PCX 1100 cable modem. If this is your modem, see the information here.
I would suggest to reset the router to factory default, since I don't know what you have configured already. You will loose all your configurations (wireless, security, portforwarding etc.), but it's always better to start from a clean plate.

If it looks different (IP address is 0.0.0.0 or 169.X.X.X), let me know. In that case we have to configure the computer correctly. Go back to the command prompt window and type "ping 192.168.2.1" and let me know if this command finished successfully.
Also - sometimes your Internet Service Provider has special requests in setting up your router, especially comcast or Cox. When you attempt to open a web page you may recieve the following message:
First make sure that you have a valid connection to the router and that you have a valid IP address.
(note: For a wired connection you should have a link light on the numbered port of the router to which your computer is connected. You should have an IP address in the range 192.168.2.x. To check your IP address, click on Start, Run and type "cmd". Click OK. Now type in "ipconfig" and hit enter. Your IP address will be listed.)

Connect your computer directly to your cable or DSL modem. If you see a log-in screen for your Internet Service Provider, make a note of the user name and password.
