When you set up your PayPal account, you "Linked" it to your Bank account. With PayPal, any charges sent to PayPal (if your PayPal account has insufficient funds to pay the charge) will automatically and immediately be withdrawn from your Bank account. Your Bank account has overdraft protection and automatically paid the request from PayPal. (Because you have overdraft protection).
If you intent on continuing to keep your PayPal account 'linked' to your Bank account, in order to stop PayPal from accessing your overdraft protection you need to contact your Bank and ask that overdraft protection be removed from your Bank account.
In order to change your PayPal account being 'linked' from your Bank account to your Amex account, you'll need to contact PayPal and un-link your Bank account from your PayPal account and then LINK your Amex account to your PayPal account.

In-so-far as anything being done about the overdraft fee, all I can say is - contact your bank, but they will probably tell you, no. You must pay for it under the circumstances - unless you had your Bank account linked to your Amex account for overdraft protection. (?)

I signed up with them for a 1 month subscription last year and they took the money. Never took it again untill today... I never said they could either, so clearly they are lying when they say "one off payment"!!!
Try to find what is wrong on the PayPal website. They have all your data. We only try to answer questions.

you can search the web for national grid by state, then either ( with your account number) look up your history. ( you may register on line to view bills)
if you are paperless you will need to call them using phone number found on web. The name of the person who pays the bill , your phone number and billing address should be enough to get to a service representative.
