there has to be a j6 jumper some ware on the motherboard. change it to 2-3, press the on switch a couple of times and then change the jumper back to 1-2. that should work

Jumper you require is labelled JP9, to the left of the chipset along the edge of the board. There's a diagram under chapter 2 mainboard components.

When i turn the ignition nothing will happen but when i hook it up to jumpers it wants to turn over ,as soon as i remove the jumpers there's no power

battery is junk, buy a new one.

Fijate en esta página que tenes los drivers de las PCCHIPS viejitas. Tenés además, que controlar que el jumper JP3 que habilita la placa de red.
Jumper JP3: Enable/Disable Onboard LAN Use this 3-pin jumper to enable or disable the onboard network adapter.
