when i try to turn the viewsonic on the green power button comes on for approx. 7 seconds then flashes off without any picture appearing on the screen. The red power button does not come back on until i unplug the tv then plug it back in.

This generally means the monitor can not detect a video signal. Have you tried a different monitor? Or try the monitor on a different computer.
If those are not options, check you video card and try to boot Windows in Safe Mode (VGA resolution).
