the connection is being disallowed by your firewall or the site address is on a Black List of your malware defender. (like Spybots "Immunize" list of known malware sites). I have the same Belkin router. You need to reset it. Get a pin and press the reset button. Unplug your cable modem and router. Plug your cable modem in first then the router. Install the router software again and you should be okay.
