Although Mobily can offer explanation, I think you would be better off sparing yourself the effort of trying to work with them on the matter. I am attaching a link that describes in detail what another party endured while trying to find a solution. That party finally goes out and gets a new sim card. However, that party could have gone to a Mobily center and followed the last advice from Mobily.

PUK stands for Personal Unblocking Key. This is a unique eight-digit code specific to your SIM card. This is required when the PIN number to unlock your mobile phone is entered incorrectly 3 times. You are then given 10 attempts to enter your PUK code. If an incorrect PUK code is entered after the 10th attempt, you will block your SIM card permanently and will require a new SIM card from your mobile phone provider.

try cleaning up the sim slot on your cellphone and usually when you purchase a new sim card it comes with a code for PUK, if you can't find the code an expert technician can unlock it, if this is helpful to you, please vote for me.

hi friend IF your sim pin in blocked you just call up your network provider and ask them to give you your puk number after a short query they will give you your PUK number then you can easily unlock your phone and sim, for airtel dial 198 or 121 for vodafone dial 111 for reliance dial *333 for aircel dial 134 NOTE do not try your puk number more than ten times otherwise your sim will be locked permanently

Since to my knowledge Saudi Arabia uses GSM at 900MHz only, then it would not be a case of out of frequency band.

I can only suspect that the phone is locked to SAWA. What needs to be done is to have the phone unlocked (so as to accept also Mobility).

As posted here, "Your Saudi Arabia SIM Card (Mobily) will require a SIM-unlocked GSM 900 compatible international cell phone. "
